Ukrainian President Volodymyr Zelensky Asserts Absence of Clear Security Pledge from Allies

Ukrainian President Volodymyr Zelensky says European allies have not given him solid assurances that they will defend Ukraine in the case of a new Russian aggression.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

His comments come a day after the UK and France signed a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be sent.

Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "90% ready".

Questions of land and security guarantees have been at the forefront of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
