Peru is set to declare a state of emergency following one fatality occurred and numerous law enforcement personnel sustained injuries in massive demonstrations against President José Jerí, who assumed power just days ago.

Official Measures

Prime minister Ernesto Alvarez announced Thursday evening that authorities would enact the state of emergency in Lima within hours and crafting a comprehensive plan to tackle rising insecurity.

The protest on Wednesday night – organized by youth activists, transportation unions, and civic organizations – was the latest in a series of demonstrations targeting graft and increasing lawlessness, which led to the dramatic midnight ouster of former president Dina Boluarte last Thursday.

Demonstration Developments

Thousands of protesters amassed around the country, with significant confrontations occurring at the legislative building. Law enforcement deployed crowd control measures while demonstrators launched pyrotechnics, projectiles, and incendiary devices.

"All must leave!" demonstrators shouted upon arriving at the legislature and attempted to breach security barricades surrounding the structure.

Victims and Inquiry

A 32-year-old man, Eduardo Mauricio Ruiz, lost his life in the demonstration and his death would be investigated, stated a human rights representative, from the national oversight institution. Peru's prosecutor's office confirmed the victim sustained fatal gunshot wounds.

Official Statements

Jerí expressed regret over Ruiz's death through social media channels, saying the death would be "objectively" investigated. He blamed violence on "delinquents who infiltrated a peaceful demonstration to sow chaos".

"Legal consequences will be severe," he said.

Following legislative discussions regarding the demonstrations, the president requested expanded powers to address security matters.

Proposed Reforms

Jerí said one focus would be prison reform, though specific authority details remained unspecified.

The newly appointed interior minister, Vicente Tiburcio informed legislators that authorities would pursue extensive law enforcement restructuring, noting significant injury counts among both officers and citizens and multiple individuals faced arrest.

The recent demonstrations served as an indicator for the new administration's trajectory – concluding with upcoming electoral proceedings – might develop.

Jerí, 38 has promised to make crime his top priority but encountered multiple controversies, including corruption allegations and previously examined misconduct claims. Jerí has denied wrongdoing in both cases and pledged full cooperation with oversight proceedings.

The previous administration encountered mass demonstrations following the 2022 transition, leading to dozens of deaths and a plunge in her popularity levels, registering minimal public support before removal.
